GUIDELINES FOR USE OF CELL PHONE AT WORKPLACE 

1 Purpose : Cell phone usage has become a common practice in today's society , Usage of cell phones in the workplace exposes the employees and contractors to various safety and security hazards . Inappropriate use of cell phone at work place can lead to unsafe incidents as it is distracting the mind of the user which may adversely affect the safety condition of the person , equipment and machinery at shop floor . The purpose of this guideline is to limit the random use of Mobile phone / Cell phone at the workplaces in TSI ( India ) premises and provide a safe work place environment . 

2. Scope This code of practice applies to all locations and units of Tata Steel India Operations

  • Directional input of senior leadership team in Tata Steel
4.  It is applicable to employees, contractors, vendors, consultants, transports, supplier's customers and visitors

5.  Responsibility 
Line Manager responsible for the area has to ensure the communication and adherence of this guideline at shop floor.

 6. Definition : 
Cell Phone - Cell Phone signifies any device that makes or receives phone calls , leaves messages , sends text messages , surfs the Internet , or downloads and allows for the reading of and responding to email , whether the device is company owned or personally owned Earphones / Headphones / Handsfree Bluetooth enabled hearing devices will be considered a part of Cell Phone . It also includes any type of music / gaming device such as iPods . Portable Music through earphone etc. 

7. Prohibited Usage : 
    7.1 General - While in the workplace , employees are expected to focus on assigned work and not to         use any device in the workplace for any inappropriate purposes , including but not limited to :

a.  Engaging in personal conversations:
b.  Paying games 
c . Surfing the internet : 
d . Listening to music 
e.  Checking e mail : and 
f . Sending or receiving text messages . 

7.2 Shop Floor - No usage of cell phones at shop floor . Cell phones can be used at rest places or at offices in the plant or designated talking point il ' marked for the same . 

7.3 Explosive / Fuel storage 
a . Cellular phones shall not be used near place of storage and use of explosives . 
b . Persons entering the explosive magazine should not carry cellular phones . 
c . Cellular phones shall be switched off at the blasting area at the time of handling charging and blasting of explosives . 
d . Cellular phone shall not be used at fuel stations / fuel storage area any other flammable material handling / storage processing areas.


7.4 Confined space . No usage of cell phones is permitted at contined space jobs . Where there is possibilities of explosive mixture formation Gas Celler Gas Holder Propen Storage etc ) 

7.5 Working at height . No usage of cell phones is permitted by the work men while working at height permitted during 

7.6 Electrical / Gas line maintenance - No usage of cell phones Electrical / Gas line maintenance 

7.7 Office - No usage of cell phones is permitted at staircase and blind corners . 

7.8 Driving - No usage of cell phone . even hands - free system is permitted while driving Road vehicles and Rolling Stock In case of urgency , the vehicle shall be stopped & parked safely before the cell phone is used



7.9 While Walking : No usage of cell phone while walking and crossing roads / track using staircases etc. If cell phone is to be used . step aside stands up and then uses the cell phone . 

7.10 In Parking Area : No usage of cell phone is permitted at Parking Area No usage of earphones / music devices is permited while walking in Parking Area . If cell phone is to be used , walk outside the parking area and then use the cell phone away from vehicle movement zone . 

7.11 EOT Crane : Crane operator is not supposed to carry mobile phone while going to operate the crane from operator's cabin . 

7.12 Heavy Vehicle and Mobile Equipment : Heavy Vehicle / Mobile crane HEMM drivers should keep his mobile in switch off or silent mode while on driving seal . 

8 Permitted Uses : People may use devices while they are not on the job and away from Workplace or at designated rest areas 

9 Training and Communication All workforces must be trained and communicated about the code or practices on cell phone before engaging at work place . Line manager is responsible to make aware their work force as a part of orientation programme . It should also be included in routine shop floor observation for common awareness on the subject as well.

10 Audit and review :
Compliance level and deviations should be tracked as a part of different forms of audit and reviewed ensure 100% compliance regularly.
